The answer is usually lining paper first. It costs a little more and adds a day, but it is the difference between a wall that looks flat and one that looks like it has paper stuck to a bumpy wall.
Damp is worth checking too, particularly on solid walls and coastal properties with no cavity. Papering over a damp wall wastes the paper and the labour, so we would rather find it at the quote stage than after.
